​​​Good health is essential for learning and cognitive ability. Ensuring good health when children are of school age can boost attendance and educational achievement. In sub-Saharan Africa research has shown that more than half of schoolchildren are stunted in height and are anaemic, in many areas most schoolchildren are infected with worms and malaria. These conditions are associated with impaired cognitive ability.

The value of School Health and Nutrition (SHN) interventions

Healthy children learn better. SHN interventions have been shown to improve not only children’s health and nutrition, but also their learning potential and life choices both in the short and long-term. Over the past few decades, the success of child survival programmes and the expansion of education coverage has resulted in a greater number of children reaching school-age and a higher number of these children attending a primary school. 

However, disease and malnutrition is still a major burden among this age group. Children who begin school with the worst health status, have the most to gain from health and nutrition programmes. They also have the most to gain educationally, since they show the greatest improvement in cognition as a result of health intervention. These school health programmes particularly benefit the poor and disadvantaged and these children are increasingly accesible through schools as a result of universal education strategies. 

School-based health programmes can be amongst the most cost-effective of public health interventions; promoting learning, and simultaneously reducing absenteeism, they can also be used as leverage for existing investments in schools and teachers. 

It is now widely recognised that SHN programmes are an important instrument in enabling children to attend school. As such, they are recognized as making a significant contribution towards countries’ efforts to achieve

Gujarat Council of Educational Research and Training (GCERT) is a pivotal institution at the state level for the enhancement of qualitative education at primary and secondary schools.
It was "State Institute of Education" before 1988. It was later upgraded as a SCERT in 1988, under the resolution of State Education Department. The upgraded SCERT, now named as Gujarat Council of Educational Research and Training (GCERT) is a fully structured State level academic institution and is controlled and guided by a Governing body as well as an Executive Committee.
GCERT was shifted from Ahmedabad to Gandhinagar, the State Capital in 1997. State Education Department has allotted separate land for the GCERT for building in sector-12. Hence the GCERT has been functioning in the newly constructed building “VIDYABHAVAN” in sector-12 with modern infrastructure and latest equipment since 21st August, 2004 in view of the widening horizon.
Under the umbrella of GCERT, there are now 27 DIETs (District Institute of Education and Training) functional in 33 Districts. These DIETs impart pre-service and in-service training to the primary teachers of the State. There are seven branches namely Pre-service Teacher Education (PSTE), Work Experience (WE), District Resource Unit (DRU), Curriculum Material Development & Evaluation (CMDE), Educational Technology (ET), In-service Field interaction Innovation & Co-ordination (IFIC) and Planning & Management PM functioning in these DIETs. These DIETs are well equipped with qualified and experienced academic and administrative staff.

The same database is being used by State to conduct child wise evaluation under Gunotsav programme. A clean India would be the best tribute India could pay to Mahatma Gandhi on his 150 birth anniversary in 2019,” said Shri Narendra Modi as he launched the Swachh Bharat Mission at Rajpath in New Delhi. On 2nd October 2014, Swachh Bharat Mission was launched throughout length and breadth of the country as a national movement. The campaign aims to achieve the vision of a ‘Clean India’ by 2nd October 2019.

The Swachh Bharat Abhiyan is the most significant cleanliness campaign by the Government of India. Shri Narendra Modi led a cleanliness pledge at India Gate, which about thirty lakh government employees across the country joined. He also flagged off a walkathon at Rajpath and surprised people by joining in not just for a token few steps, but marching with the participants for a long way.

While leading the mass movement for cleanliness, the Prime Minister exhorted people to fulfil Mahatma Gandhi’s dream of a clean and hygienic India. Shri Narendra Modi himself initiated the cleanliness drive at Mandir Marg Police Station. Picking up the broom to clean the dirt, making Swachh Bharat Abhiyan a mass movement across the nation, the Prime Minister said people should neither litter, nor let others litter. He gave the mantra of ‘Na gandagi karenge, Na karne denge.’ Shri Narendra Modi also invited nine people to join the cleanliness drive and requested each of them to draw nine more into the initiative.

By inviting people to participate in the drive, the Swachhta Abhiyan has turned into a National Movement. A sense of responsibility has been evoked among the people through the Clean India Movement. With citizens now becoming active participants in cleanliness activities across the nation, the dream of a ‘Clean India’ once seen by Mahatma Gandhi has begun to get a shape.

The Prime Minister has helped spread the message of Swachh Bharat by urging people through his words & action. He carried out a cleanliness drive in Varanasi as well. He wielded a spade near River Ganga at Assi Ghat in Varanasi under the Clean India Mission. He was joined by a large group of local people who cooperated in the Swachhta Abhiyan. Understanding the significance of sanitation, Prime Minister, Shri Narendra Modi has simultaneously addressed the health problems that roughly half of the Indians families have to deal with due to lack of proper toilets in their homes.

Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.


Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+


The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.


BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. The increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

In March this year, the Union Cabinet had increased dearness allowance (DA) for government employees and pensioners to 7% from 5%, with effect from 1 January 2018. The DA hike was in accordance with a formula based on the recommendations of the 7th Pay Commission for central government employees.

In another Cabinet decision today, the government approved revised cost estimate for setting up of India Post Payments Bank from Rs 800 crore to Rs 1,435 crore.

New Delhi: The Union Cabinet today approved the release of an additional instalment of dearness allowance (DA) for central government employees and dearness relief to pensioners with effect from 1 July, 2018. This move, to compensate for the price rise, will result in an increase of 2% over the existing rate of 7% of the basis pay or pension. About 48.41 lakh central government employees and 62 lakh pensioners will be benefited because of the DA hike.

Today, Modi government has announced good news for lakhs of central government employees and pensioners. At the central cabinet meeting chaired by Prime Minister Narendra Modi today, central government employees' allowance (DA) has been increased by two percent. A decision has been taken at the meeting of the Union Council of Ministers. Proposal was introduced in the Cabinet for dearness allowance. At present, the center employees are getting 7% dearness allowance, which is 9% increase in dearness allowance.

The decision of granting 2% dearness allowance to central employees has been approved in the Cabinet and will be implemented with effect from 1 July, 018. There are more than 48 lakh central employees and 61 lakh pensioners across the country and additional benefit in the dearness allowance will be provided with retrospective effect on all these employees and pensioners.

Increase in dearness allowance will be done under the formula set in the seventh pay scale. By the end of June, the dearness allowance has been implemented by seven percent of the basic salary, and now with the increase of more than two percent, on July 1, 018, central employees and pensioners will get the benefit of 9 percent dearness allowance according to the salary.

Still, in some states government employees were not benefitted from the arrears of various allowances like HRA, as per the recommendation of seventh pay panchayat. However, the Puducherry Government has increased its HRA of staff of its 3,000 employees. Due to this, the Puducherry government will have an additional economic burden of Rs.6 crores per month. Employees living in Puducherry will get an additional benefit of 8% in HRA and employees living in Namah and Karachi.

After approval of the recommendations, the Tripura government has also paved the way for the National Pension Scheme for its staff. Now, the payment of pension to the former employees will be paid flawlessly.

When employees in Bihar are in the process of going on strike, the state government has also constituted a three-member pay committee to look into their demands.

It was "State Institute of Education" before 1988. It was later upgraded as a SCERT in 1988, under the resolution of State Education Department. GCERT was shifted from Ahmedabad to Gandhinagar, the State Capital in 1997. State Education Department has allotted separate land for the GCERT for building in sector-12.
